In recent years, we have been witness to a variety of anomalies that have affected our society in the dream world in different ways. As a result, we have had to bear the burden of these anomalous events over the period of two years. Last November, all of that came together in an unprecedented event. The Dimension Protection Force worked tirelessly to bring to justice the culprit behind these events. In a grand effort, we managed to capture and arrest the culprit and restore stability across the dream world. It was the efforts of many agencies combined that helped arrest and capture this person.

However, the DPF was not the sole entity that stopped this culprit's actions. An unauthorized portal opened by the culprit would have resulted in a grand explosion that may have cost many lives that day. The DPF was not responsible for the portal to be successfully halted and shut down. We have previously brought to light that long-time criminal and fugitive, “Lucid,” was responsible for the portal shutting down. I myself am witness to this extraordinary action taken by a former DPF agent, despite the risks. I saw for myself how he took a major risk and accomplished what I could not do myself. For years, we have been speculative in what his return would mean, but I believe there is no reason to fear any sort of vengeance on his behalf following the events that occurred to him nearly one hundred years ago.

Therefore, by the power invested in me, I am announcing that my office and agency will be dropping all charges against Lucid, effective immediately. I believe that he is not actively pursuing any sort of vengeance nor ill intent against the dream world or anyone in particular. His actions on this day proved this to me and there is no reason to continue any sort of investigation. I have notified the appropriate agencies and chiefs, as well as the Director of the DPF of this decision. With this decision, the DIA will no longer be investigating his whereabouts, nor will he be subject to arrest.

I believe it is in the best interest for the majority of the dream world to move past the benign actions he may have committed in the past and to move forward on pursuing more dangerous criminals and fugitives. This was not an easy decision to make and I hope that my fellow dream world residents understand my decision and support the outcome. I am also asking that the Council of the dream world extend a pardon to him to further move forward with this.
