SPECIAL QUADRENNIAL LEAP DAY MAGIC SHOW TAKES PLACE

Today's the day!
It's officially been four years since Gia has held her last exclusive leap day magic show, but the time has come.
The magic show that's held to celebrate DPF DIA chief Daiki's birthday has arrived and Gia's all ready to amaze the audience! Chief Daiki is the only person who is allowed to invite others to the show, and I was honoured to have been chosen as one of those invitees!
Among the other invitees are IAA chief Kamaria, ROTU leader Finnegan, DIA agent M3-0W, IAA agent Hallucinate, and ROTU recruit unit leader Eliazar. While the audience is small, these are normal for Gia's quadrennial shows.
Leap day occurs once every four years and it is said that the magic on this day is very strong and peculiar. For a magician like Gia, it's very useful to take advantage of this to perform some very spectacular tricks. Leap day is also the DIA chief's birthday, and because the two are good friends, Gia certainly wants to make the chief's birthday one to remember!
Chief Daiki has been seen in good spirits lately, even though he has been quite busy with his own investigation into the District's grand wall lately. Even so, the chief says he will take the day to relax and looks forward to the show.
"Hello and welcome to the show. I believe it's your first time here?" the chief tells me, "These shows are marvellous to witness. I have invited some trustworthy individuals to come spend time to witness said show. I hope you all look forward to it as I do."
As other invitees arrive, they are also excited and curious to know what's going to happen.
"I haven't been to Gia's magic shows before!" ROTU leader Finnegan tells me, "But if Daiki's excited- which is rare to see- then I am too!"
"Gia's shows are so amazing," Nate says to me, "But I've never been to one taking place on a leap day. I wonder what I've been missing!"
"There appears to be a lot to witness with our own eyes today," M3-0W says, "I am not sure if recording is allowed, but I should ask before it begins so I can never forget the experience!"
"Finn said that chief Daiki allows each of his invitees to invite one person to tag along if they want, and wouldn't you know it, I got dragged- I mean- tagged to come," Eliazar tells me, "I suppose I can't say no considering it is someone's birthday too. Plus, it's not bad to relax and witness some…magic."
"I am very honoured to accompany chief detective Tsukanai today on his birthday and to this wonderful show," IAA chief Kamaria tells me, "The last time I was invited and able to come was in 2016, so this is definitely a while coming now."

SPRING LIKELY TO BE NEAR BELOW AVERAGE

With one day left until spring officially arrives in the dream world, the weather service recently released their early outlook for the season and it looks like things will be a bit different this year.
According to the early outlook, the DWPS is forecasting a “near-below average” spring season in the dream world this year. Normally, spring seasons in the dream world are “average” when compared on a historical scale. It is a bit odd for the weather service to be forecasting something other than “average” for spring. What exactly does this mean though?
According to the DWPS, a “near-below average” spring would mean that while most of the dream world will experience spring, there will be a few dimensions that will likely not feel warm temperatures and may see cooler than normal temperatures. Rain showers and thunderstorms are common in the spring, but some dimensions may see traces of snow precipitation.
"It's odd to see snow in the springtime, but it's possible under certain circumstances," DWPS meteorologist Neige says, "In a 'near-below' or 'below' average forecast for spring, snow is possible to observe in dimensions. It is definitely out of season, but still possible."
The DWPS hasn't released their official report yet, but it's unlikely that they will pivot away from their early outlook.
"Our early outlooks are issued ahead of the official seasonal outlook to give the public a heads up of the incoming season and what could be expected as seasons transition," Neige says, "The DWPS is fairly confident in the forecast of early outlooks. The agency doesn't change its forecast, unless new data comes up unexpectedly."
It's still unclear what the reasoning behind this forecast is, but the DWPS should reveal it all by tomorrow.
"We'll be releasing our seasonal outlook tomorrow," Neige says, "Anything you may be wondering about the upcoming spring season will likely be answered. Stay tuned!"

Dear Nate, how do people quickly get from place to place in the District?

Hi Zubb! You're probably wondering just how we even get around the District in a fast manner. You could take the bus, take a taxi, or even drive, but that's associated more with closer travel. Sometimes you need to go from point A to point B fast!
The District has its own underground subway system and it's a very complex and large system! The subway system has many tunnels that lead to various stations located in various points underneath enclaves of the District. The trains on these tracks are very fast! They are able to go at high speeds and get people from one enclave to another in no time! Some travel times may be as high as an hour or two, but they are never more than two hours long.
Some question why these trains weren't built like monorails on the surface, but the reasoning lies with the scenery. Architects decided against building a surface monorail as they believed it would clutter the District skyline. If it was kept underground, then all those tracks would be out of sight and out of mind! Plus, underground subways are kind of the thing. If you get it, you get it!
The underground subways are generally safe. Officers of the DPU are also out on constant patrol to make sure everyone is safe. The system itself is also monitored for any problems so you don't have to worry about anything bad happening! People are always on train cars at any time of day, but sometimes you might find yourself in a rather empty setting with very few people. I kind of like these more as sometimes it can get quite tight in there during rush hour!
Many residents of the District prefer to take the underground subway to get to their destinations, but that doesn't mean the surface is empty of life! You'll still see a lot of people walking, taking a taxi, bus or driving on the streets above! I myself prefer to take the subway whenever I have to travel to and from work or to visit other friends when I have time! If you're up for it, I saved you a seat right next to me!
Dear Nate, why do some dimensions appear to be from a different time period?

Hi Sven! I see you’ve taken notice of how some dimensions appear to be from a different time period. As you know, we are in the 21st human century, which means that most dimensions should be “up-to-date” and modernized, but that’s not always the case!
Some dimensions appear to be “stuck in time” in which they look to be a bit antique and retro looking! But don’t blame us dream world citizens for that, it’s human memory and nostalgia that’s at work! You see, while dimensions can be modern, some remain stuck in their time period because humans most remember best that dimension from that specific time period. For example, if a majority of humans who lived in the 80s time period are still around and still vividly remember a specific memory, that dimension will end up looking very retro and from that time period. The 80s were definitely a fun time!
Let’s think of it like this: time may go on, but sometimes humans hold on to memories of times when they were happy, or so I’ve heard Sir Timely explain it that way. Take it from me, dimensions stuck in time feel very safe, but also a little sad- in a nostalgic way.
Even so, if enough time passes, that dimension has a 50-50 shot to become lost or become modernized. A good example is the Diner dimension; enough time has passed that humans from that time period no longer remember the Diner very well enough that the rest of us in the dream world can remember where it is. Another good example is the Hallway dimension; there have been countless variations of that dimension in the past, but the most modern one is the one you’re likely to visit today, as it’s been modernized due to human memory.
On the same topic, sometimes people who live in antique, retro dimensions end up stuck in time too! Their vocabulary, attire, behavior, and way of communication may seem a bit off to the rest of us who have caught up with the time, but they either choose to preserve that time period by behaving like they did during that time, or perhaps they have no idea that it’s not that year anymore. I mean, you can lose track of time in some dimensions…an hour can turn into a year without you even knowing…kind of scary!
Time is a very strange construct, even in the dream world. I hope this answers your question!
